Well, I do have my own take on the ending, if you don't mind my input. I think Arnold is a little too nutty to think to make another Croaky himself. To him, Croaky is dead and he can't change that, just as if the puppet was a real person. And I doubt Batman would want to encourage his mental illness by handing him another puppet, even one that's not supposed to be evil. That's just my thought on the subject.
Background checks must be pretty lax in Gotham.
